I agree, it's probably to encourage recycling - but Seizaiken's Silver oxide cells don't use mercury anymore - http://www.sii.co.jp/en/me/datasheets/silver-oxide/seizaiken/Tony, here is a wikipedia page ...scroll down to the list of cell compositions and you will see that silver oxide batteries have a minute bit of mercury but no lead listed.
To be politically eco friendly, the tag says NOT to discard them in the trash can.
