Valuations are prohibited, so I'll just speak to point 1.
In my experience, servicing a watch before sale is a money losing proposition - a buyer won't spend a dollar more for each dollar spent servicing the watch before sale, even though the wait time for a Seiko specialist can run into many months.
Better to just sell the watch as it is, and leave servicing options up to the prospective buyer.
