Well hello that looks like the band must be removed to access the entire case
It looks like the caseback opens from the sides
I had a Seiko like this
Remove both sides of the band

As John stated, remove the band to get to the slots between the lugs. In the slots is a spring bar that needs to be pushed in to remove the top case from the bottom case.

Well it goes quick and easy with the right advice, thanks again, gentlemen. Oddly I have opened similar cases but they did not have a bracelet obscuring the spring clip.
Inside, the he rotor was not spinning and the balance also not spinning. I have removed both for further investigations.
