Saw this on the Bay and when I tried to search on it, I found nothing.
Does anyone know if this is indeed a Seiko or not

No, it's an ALBA. ALBA is a Seiko company though, so I guess you could call it a Seiko.
ALBA is also Pulsar, depending on the country of distribution.
