Was hoping for a second example...as a "backup"
The lume is sooo rotten, it has swelled up soooo high that the minute hand catches on the lume and only turns from "2 to 4" and must now be loose on its post as the hour hand will do a revolution if trying to set the time.... the second hand catches too. I am at a loss at how this happened and how to fix it. or do I cut my losses and send it back? Rest of the watch appears to be in good condition...

Do I just need to source a new dial and hands? Or will this become my mod watch
I would say that the watch has been exposed to moisture. That will wreck the Lume and screw the movement.
I wouldn't give up on it if you like the watch. You are looking at +£30 to get the dial relumed and probably £60-£70 for a movement service.
Take stock. If you can return for a refund? It's your choice.
Yep, water damage. I'd stay clear unless you can either do the work yourself or be willing to spend to replace possibly damaged parts. It looks like the dial and hands are toast.
