I'm looking to buy a Seiko Elnix, but I'm not sure which is best. What is the difference between the 0703 and the 0723? In vintage Seiko mechanicals the higher 3rd number usually signifies a higher grade movement, but is it the same for the case in an electronic?

That is not a correct assumption. Higher numbers can sometimes mean a higher end movement, but they often just mean a newer or a decontented movement. most of the time what you can take from that is that the movement is revised in some way from it's original base model, not necessarily that it is a higher end movement.
