We have the exact same situation with watches labeled "Swiss Made" that we have with those labeled "Made in Japan". You can't tell from the label that parts are produced offshore. The swiss have at least identified the percentage of content needed before that country of origin label can be used. Does anyone know what the percentage cutoff is for japanese watches and what the exclusions are?

The manuals for the seiko 7n and Citizen 5500 movements list accuracy as +-20 SPM. Is one considered better? And does the Citizen have an acrylic crystal?
