I am in the UK and looking to service a 6309 movement.

Should I go ebay budget price or spend more from Cousins.

Not sure what you mean Don... are you servicing the watch yourself and buying the tools? If so then I’d recommend Cousins. But for the amount you’d have to spend on tools and (more expensive than you can believe!) oils, if this is a one off I’d recommend getting it serviced by one of the chaps on here. @GuyJ springs to mind, he’s in NEast and is excellent, or @siralan if you prefer someone in the South. Both top at what they do.
But if it’s not a one off dive in; working with watches is very frustrating and very satisfying and just plain interesting!

For a one off at the moment. I already use two SCWF known UK Seiko overhaulers and will continue to use them.

If you're looking only for hand removal tools, I recommend a set of levers (like these) over the all-in-one removal tool, even a nice one (like this). I think the levers give me a little greater control over hand removal and given the excellent leverage, I can gently unseat them, as opposed to snapping/popping them off with the presto tool and risk scratching the finish.
Very nice and I was thinking of this method. Maybe manufacture my own from brass or aluminium rod.

thanks both
