Default Numbered Seiko movements

I've seen some numbered Seiko movements, usually on the higher end older movements. Is it safe to assume these numbered movements were chronometer rated (but not certified) ?

More likely that these movements were higher end, certified with timing paperwork from Seiko and were "return to factory" repair items. Hence the need for serial numbers. There were some older posts about this in the archive, somewhere 😀
