Default Repolishing 6138-8020 case

I came across a 6138-8020 with the original dial in tact and in good mechanical condition. Still deciding if I'm going to buy.

The case however needs to be re-polished/re-finished. It looks like someone tried to polish before, as the current finish is more micro-scratches (circular) and brushed than the original polished finish.

Can someone recommend a place I can send watch to (in the US), and get it back to at least near it's intended finish? How much would a service like this typically cost? Would a Seiko Service Center get this back to form?
