Well, the description accurately describes the re-worked dial.  Hands have a bit of tarnish/rust.  But the day change-over would concern me.  At that time of day, the day-wheel shouldn't be in that position.

I just hope that it works well, as the add promissed, and that you are satisfied with it.
It is a model that I like very much. But the one you bought is quite suspicious.
The outinde is probably refurbished to look nice and shiny. But the signs of wear on the platines of the movement, toghether with
the corrosion in the case and on the movement retaining ring stand in too high contrust to the frontal appearance.
I really don't want to appear too arrogant, I myself am quite a long way from being what JohnN would call knowledgable.
But if you want my advice: Just don't invest any more money in it. Enjoy it as it is, if it is good enough, or look for another one, if it is not.

Greetings

Looks nice. I notice it is from the Phillipines. A lot of Seikos come from tropical climates and so they sometimes have some mold or rust on certain parts. The dial probobly had some spoting on it so the had to clean it up. No big deal. A lot of Bell-matics were sold to tropical climates outside the U.S.A. Also, not many people were buying these watches to keep them as an investment...they were purchased to be used. You can easyly clean up some of the places where dirt has accumulated if you like. For 1967 not bad. Good thing Seiko made these watches to last.Wear it in good health.
                              Best Regards,

The 4006-702 line is particularly nice, IMO, very classy.

Also I had a look into my data and your watch appears to be from the first production batch of that model (the 4006-702 line was introduced in Sept 1967).

Best,
Hermann

It is a very beautiful Bell Matic, indeed.

I am still trying to find a nice example of Bell manufactured in 1969 as my second birth year Seiko. (The other one is 1969 Seiko Navigator GMT 6117 - 8000)

Wear it in the best of health . . .
