Are you sure that is an Eco-Drive watch? Looks to me like a battery operated model.

Please post all case back numbers so we can determine the caliber used in your watch and begin troubleshooting from there.

...
Once it is clear that indeed it is a solar model it might need a new rechargeable - usually MT920, under $20.

If it is indeed an EcoDrive, you might want to contact Citizen as they have mentioned in the past that they will replace failed cells free of charge.

That's a Citizen Aqualand BJ2000 something and it's Eco-Drive.
So either it needs a reset (check manual for procedure) or a new cell. Replacing the cell requires servicing by an AD, who will probably charge for the cell + labour.
Cheers,

you could try the following method, but I don't recommend it.

make sure you try the all Reset as Andrew said.
on some eco drives that I have, they will not start until you reset the time after charging.

I had a similar problem a while ago. I had neglected two Eco-drives in a drawer for many months and neither would start even after several hours of direct sunlight. The solution was to pull the crown out the furthest position and hold all the buttons in at the same time for five seconds. When the crown goes back in the watches restart.
